Action is looking for a Manager Transaction Center, within the International HR Services Center. This role reports to the Head of HR Services. The HR Services Center will be changing fast in the coming years and this role is pivotal to make this change happen. The main focus is to streamline the international support and to expend the HR services to our European countries from the International HQ in Zwaagdijk. You monitor the consistent and correct execution of all HR transactional processes in accordance to SLA’s, policies and local regulations. A challenging job for a person that likes managing change, working in an international environment and building an international team. This is your daily action

Action opens stores in Europe every week. We are rapidly growing over 30% per year. This means more customers, but also an increasingly larger amount of employees. As we are expanding we need to support our growth in the most effective way, and ensure that our HR transactions work perfectly in all our operating countries.

This role acts as the main contact for business and HR, relating to all HR Services processes and service levels. As manager Transaction Center you work closely together with the Manager Payroll and the Manager HR IS. You supervise 3 Team Leads of the HR Shared Service Center, whom are responsible for the teams: On/offboarding, Mutations and Time & Attendance. 

You secure strong process optimization and standardization within the department. You will ensure consistent and correct execution of all HR transactional processes over all countries in accordance to SLA’s, policies and local regulations. You will also be responsible for the overall implementation of new HR administration optimization projects. During the process you manage and contribute your own ideas and initiatives. Along with these projects, you also propose project budgeting and manages Transaction Center budgets.

An additional topic you will focus on is the insourcing of services for different countries. The HR Shared Service Center currently picks up the administration for the Netherlands and France but in the future we will also take care of other countries.

Within our department, Recruitment is responsible for recruiting new Action employees for our international headquarters and our Dutch country office. Compensation & Benefits is responsible for anything related to salary, bonuses, lease cars and other employment conditions. People Development organizes training courses for colleagues working at our stores and distribution centers. HR Projects develops various projects aimed at increasing the added value of our HR department to the Action organization and our Shared Service Center provides various services to our country offices including pay rolling. Finally, each support department has its own HR Business Partner focused on employee recruitment, internal and external mobility and departures and acts as an interface between the departments and our overarching HR team. You are a natural leader with a hands-on attitude and a ‘can do’ mentality. You are analytically strong, creative and have excellent communications skills. You are experienced in leading a team and you don’t mind working in an everchanging environment. You are also service-oriented, strategic, proactive and very organized; you know how to reach set KPI’s and, can give structure to activities and projects, and stick to agreements within deadlines according to guidelines.


  • A completed HBO or WO education in Business or HR
  • > 5 years of work experience, preferably in an international environment 
  • Experience with managing (large) HR operations departments or Shared Service Centers 
  • Relevant working experience in a customer oriented environment, preferably retail
  • Knowledge of digital HR transactional processes, experience with HR cloud solutions preferably SuccessFactors is advantageous
  • Excellent knowledge of English and Dutch language both spoken and written
